No person being the owner, keeper or proprietor of a billiard parlor or poolroom, or a billiard or pool table, in any public place within the City, shall allow, permit or place any painted, stained or darkened glass in or in front of the windows or doors, or between the windows and doors and the pool or billiard room, or permit, allow or place any blind screen, lattice or obstruction of any kind which may obstruct or tend to obstruct the clear view of the billiard or poolroom from any sidewalk, street or alley of the City.
