The term “commercial kennel”, as used in this chapter and all other sections of the Codified Ordinances of the City, including the Zoning Code, means any lots or premises on which four or more dogs, or cats, or both, at least four months of age are kept, boarded, or trained, whether in special structures or runways or not.

A commercial kennel shall be designed, constructed and maintained so that sound emitted through exterior walls and roofs enclosing areas where animals are kept shall not exceed forty-five decibels. Building plans submitted for building permit approval for commercial kennels or structures which are to be used to house commercial kennels shall include a certification by a registered architect or acoustical engineer that the building will meet the requirements of this section. Existing buildings that are to be used as commercial kennels shall also be certified by a registered architect or acoustical engineer as complying with the requirements of this section.
