715.03 OWNER TO BE CITIZEN.

The owner, keeper or proprietor of such billiard parlor or poolroom, or billiard and pool table, must be a citizen of the United States and must be able to read, write and speak the English language. (Ord. 2136. Passed 5-16-18.)
