No person shall operate a billiard parlor or poolroom, or a billiard or pool table in any public place within the City without first obtaining a license from the Mayor.
For the purpose of this chapter, business establishments duly licensed under the Ohio State Liquor Laws to sell liquor, and having on the premises a single coin-operated pool table, shall not be considered within the purview and regulations of this chapter.

No license shall be issued until the person desiring a license to operate a billiard parlor or poolroom, or billiard and pool table, shall file with the Mayor an application for such license stating the name and address of the person making the application; name and address of owner of the billiard parlor or poolroom, or billiard or pool table; name and address of the owner of the building in which such business is to be conducted; number of billiard and pool tables to be operated; whether such business is to be conducted exclusively by the applicant or in connection with some other line of business.
