The employment of all personnel in the various departments of the City and all actions affecting such employees shall be based solely on merit, ability and justice, and, where applicable, shall be in accordance with the rules and regulations of the Civil Service Commission of the City.
There shall be no discrimination against employees or applicants for employment on account of race, creed, color, national origin, sex or any political or union affiliation.
