The office of Director of Public Service and the office of Director of Public Safety are hereby merged into one office.
There shall be one Director appointed, according to law, for such merged office, who shall receive compensation for his or her services as Safety-Service Director payable monthly out of the General Fund.

The Department of Public Safety shall be divided into such divisions as are provided for by ordinance and each division shall be composed of such officers and employees as are provided for by ordinance or set forth in the current compensation ordinance.

(a) There is hereby established within the Department of Public Safety a Building Department, which shall be responsible for the administration of such building codes as are or hereinafter may be enacted for the City and shall provide for the numbering and renumbering of buildings under such rules and regulations as are adopted by the Building Department.
(b) The management of the Building Department shall be vested in a Superintendent, who shall be appointed by the Safety-Service Director and who shall receive such salary as is provided in the current compensation ordinance.
(c) The Superintendent of the Building Department shall have complete management of the Building Department, shall receive and properly account for all moneys derived from the issuance of permits and the inspection of plans, shall keep adequate records of all transactions, shall employ and discharge all employees and shall do any and all things that are usual and proper under prudent management.
(d) The Building Department shall be composed of such employees as are necessary for the efficient operation of the Building Department, who shall receive such salaries as are set forth in the current salary ordinance.

(e) The Building Department shall have full authority to enforce all laws, statutes and regulations as provided and authorized in the Ohio Revised Code and the Ohio Administrative Code pursuant to the certification approved by the Ohio Board of Building Standards.
