905.16 RECREATIONAL AREAS.
   The Director of Public Works shall designate areas within the parks for baseball, football, ice skating, tennis, playgrounds and other similar types of games and recreation, all of which shall be restricted to the areas so designated.

905.17 CONSENT TO ENTER PROHIBITED AREAS.
   No person shall enter any building, enclosure or place within any of the parks, upon which the words "No Admittance" are displayed or posted by sign, placard or otherwise, without the consent of an officer or employee of the Division of Parks and Public Grounds.

905.18 ISSUANCE OF REQUIRED PERMITS; CONDITIONS; DISPLAY.
   The Director of Public Works is authorized to issue the respective permits as herein provided and the parks shall be used under all such permits subject to the rules and regulations for use of parks herein set forth and subject to the provisions of all other City ordinances. Permit holders shall accept such permits subject to such rules, regulations and ordinances as fully as if such rules, regulations and ordinances were fully set forth therein. It shall be the duty of every person having or claiming to have a permit to produce and exhibit it upon the request of any police officer or employee of the Division of Parks and Public Grounds.

905.19 LAKEWOOD PARK LAKEFRONT.
   (a)   The lakefront of Lakewood Park north of the existing fence shall be open to the public for use in accordance with such rules and regulations as may be established by the Director of Public Works or his or her designee.
   (b)   No person shall enter any area and/or be upon any property situated north of the existing fence in Lakewood Park which is designated and posted as being a prohibited area or property.
   (c)   No person shall enter into, or remain in, the waters of Lake Erie situated between the east-west boundary of Lakewood Park, for any purpose whatsoever.

905.20 EXEMPTIONS.
   Nothing in Section 905.19 shall be construed to be applicable to persons entering upon or being upon any property north of the fence with the permission of a duly authorized official of the City for purposes of dumping or performing City work.

905.21 RENTAL OF CITY PROPERTY.
   (a)   The Lakewood Park Women's Club Pavilion located in Lakewood Park, 14532 Lake Avenue, Lakewood, Ohio and portions of the Cove Community Center located at 12525 Lake Avenue, Lakewood, Ohio may be made available to members of the public for use for various events and functions. Except as otherwise permitted by law, no other City property shall be made available to members of the public for use for an event, unless the event is sponsored by the City of Lakewood or a member of Lakewood City Council.
   (b)   Usage fees and security deposits shall be established by the Director of Finance upon 30 days written notice, including fee schedule, to Council for the use of said property.
   (c)   Usage fees and deposits shall be waived for the Lakewood Board of Education, Lakewood City Council and Lakewood Municipal Court using the facilities for any civic or governmental purpose or function. The Lakewood Board of Education may be invoiced for all security charges at a rate to be established by the Director of Finance upon 30 days written notice to Council.
   (d)   Usage fees and deposits shall be waived for events sponsored by the City of Lakewood or a Member of Lakewood City Council, so long as the city staff and/or the sponsoring member of Council remains present throughout the event and the event is civic or governmental in nature.
   (e)   Each user shall be required to sign a rental agreement for use of said property in a form approved by the Director of Law. Such agreement shall contain a requirement of a minimum two- hour rental of any property.
