No person shall place or allow to remain in or upon any park or driveway any goods, merchandise or other articles in the nature of an obstruction to the free use and enjoyment of such park or driveway. No person shall place any straw, dirt, chips, paper, shavings, shells, ashes, swill or garbage, or other rubbish, in or upon the same, or distribute any circulars, cards or other written or printed matter in any park or driveway, except by permit issued by the Director of Public Works.
