No person shall give any musical, theatrical or other entertainment, nor shall any military society or other parade, procession, public gathering or meeting of any kind be held in any park, nor shall any person make any oration, harangue, address or public demonstration therein, unless a permit therefor has been obtained from the Director of Public Works.
