(a) No heavily loaded vehicle or vehicle carrying or ordinarily used in carrying merchandise, goods, tools or materials of any kind, except such as may be used in the City's service, shall use the roads or driveways in any park. However, the Director of Public Works may grant a permit to the owner of any such vehicle for hauling materials to buildings in the event no other streets or roads are available.
(b) No person shall drive a vehicle within any park at a rate of speed exceeding twenty- five miles per hour. Every person using the driveways and roads within parks shall have their vehicles under control at all times.
