The driver of a vehicle shall maintain such control over his or her vehicle so as to prevent it from colliding with any other vehicle that is lawfully on the highway and which is either stopped or proceeding in the same direction or changing direction.

(A) Generally. Whoever violates any provision of any provision in this title shall, unless otherwise specified herein, be fined in an amount not less than $20, nor more than $750 for each such offense. In addition, any cost of collection of fines or other amounts due to the city under this section may be assessed in accordance with § 10.99.

(B) Illegal operation of ambulance. A person who operates an ambulance in violation of § 70.055 shall be liable for the penalty prescribed by the applicable ordinance of this chapter with which he or she failed to conform, notwithstanding any provision of such law or regulation exempting therefrom the driver of an authorized emergency vehicle when responding to an emergency call.
