§ 70.047 DRIVING ON SIDEWALK.
   (A)   No person shall drive any vehicle upon a sidewalk or sidewalk area except upon a permanent or duly authorized temporary driveway. This section does not apply to any vehicle moved exclusively by human power, to any electric personal assistive mobility device, nor to any motorized wheelchair.
   (B)   A person may not operate an electric personal assistive mobility device upon a public sidewalk at a speed greater than eight miles per hour.
   (C)   No person, firm, or corporation shall drive any vehicle or permit the same to be driven, over any curb, shoulder, or public parkway within the city, except:
      (1)   Upon issuance of a permit from the city’s Director of Community Development, or Surveyor and Engineer in accordance with the ordinances of the city permitting public improvement construction vehicles to be driven over a curb, shoulder, or public parkway; or
      (2)   In the case of an emergency or when authorized by a police officer.
