No person upon roller skates, coaster, skateboard, roller blades or similar type device shall be permitted in the central business district, being the area bounded by Illinois Road on the south, Wisconsin Avenue on the north, Oakwood Avenue on the west, Western Avenue on the east, and the length of Western Avenue extending from Westminster Avenue North to Woodland Road, or the western business district, being the area bounded by Everett Road on the south, Conway Road on the north, Waukegan Road on the east, and Telegraph Road on the west. For the purpose of this section, the central business district and the western district shall include all the properties zoned or used for business and governmental purposes on either side of the streets described above.
