There is hereby established in the Department of Public Works a Bureau of Parking to be under the administrative control of the City Manager, acting through the Director of Public Works. The Bureau shall be solely responsible for the operation of all parking facilities and parking activities of the City, including, but not limited to, the operation of all on and off-street parking facilities, the installation of all street parking meters, the establishment of rates for all parking meters and facilities and the establishment of zones and rates pertinent thereto.
