The official duties of the Bureau of Parking shall be as follows:
(a) The Bureau of Parking shall be responsible for the administration and direction of all parking operations, both on and off street, for the enforcement of all parking regulations and for the supervision of all personnel with responsibilities related to parking.
(b) The Bureau of Parking shall conduct periodic surveys to collect facts concerning traffic movements, parking needs, parking facilities and the operation of parking garages.
(c) The Bureau of Parking shall prepare plans and make recommendations to the City Manager and Council for the alleviation of parking problems and also with respect to problems of City planning in its broader aspects.
(d) By and with the approval of the Director of Public Works, the Bureau of Parking is hereby authorized to make regulations necessary to make effective the provisions of the parking ordinances of the City and to make and enforce temporary regulations to govern emergencies or special conditions. No person shall violate any such regulation.
