(a) The Bureau of Parking shall keep a record of all violations of the parking ordinances of the City or of the Vehicle Code of which any person has been charged, together with the record of the final disposition of all such alleged offenses. Such record shall be so maintained as to show all types of violations and the total of each. Such record shall be maintained for a five-year period, and from that time on, the record shall be maintained complete for at least the most recent five-year period.
(b) All such records and reports shall be public records.
(c) The Bureau of Parking shall be assigned to keep the following records and perform the following duties:
(1) The Bureau shall count the stubs and enter the numbers and quantity of the stubs on the appropriate line on the weekly record to be kept as hereinafter provided.
(2) The Bureau shall record on the weekly record all parking tickets issued each day. Each ticket shall be recorded in a permanent book, to be known as the Record of Parking Citations, showing the ticket number, the date of issuance, the officer's name and number, the license number of the vehicle involved and the date of the charge.
(3) The Director of Finance shall issue a receipt, in duplicate, for each payment of a parking ticket, and the receipt shall show the number of the ticket being paid. Individual entries shall be made in the Record of Parking Citations from the duplicate receipts showing the name of the person charged, his or her address, the amount paid, the date settled and the receipt number.
(4) No parking ticket, once issued, shall be dismissed without the approval and consent of the Manager of the Bureau. A dismissal memorandum shall be prepared daily by the Manager in quadruplicate, listing thereon the number of the ticket dismissed. Individual entries shall be made in the Record of Parking Citations showing the dismissal and the date of dismissal.
(5) A daily report of tickets shall be prepared by the Bureau of Parking in quadruplicate and shall contain the following information: the balance at the beginning of the day, the number of tickets issued, the cash received, the number of dismissals, the balance at the end of the day and the costs collected.
(6) The Bureau shall prepare a monthly report of tickets in quadruplicate containing the following information: the balance at the end of the month and at the beginning of the month, tickets issued, cash received, the number of dismissals and the costs collected.
(7) Copies of dismissal memorandums, daily reports and monthly reports shall be given to the City Manager, the Director of Public Works and the Director of Finance.
(8) A weekly record of tickets shall be kept by the Bureau and shall contain the following information: the number of each officer issuing the tickets and the numbers and quantity of tickets issued by each officer each day of the week.
(9) The permanent Record of Parking Citations shall disclose the final disposition of each ticket.
(10) Ticket stubs may be destroyed at the expiration of thirty days after the stubs are posted on the records to be kept by the Bureau as herein provided, except that those tickets which have not been paid or which are being litigated shall not be destroyed and shall be maintained on file.
(11) The Bureau shall provide monthly reports to the City Manager and Council on the financial and operational status of the parking program.
