(a) The Manager of the Bureau of Parking is hereby authorized to determine the location of passenger zones and freight loading zones and to place and maintain thereat appropriate signs indicating the same and the hours during which they may be lawfully used for their intended purposes. However, he or she shall not designate such a zone unless a person makes an application for a permit for such a zone and for proper signs to indicate such zone and unless there is collected in advance or with the application the required fee under Section 482.17.
(b) The Manager is hereby authorized and required to establish bus stops, taxicab stands and stands for common carrier motor vehicles on such public streets, in such places and in such a manner as are determined to be of greatest benefit and convenience to the public. Every such bus stop, taxicab stand or other stand shall be designated by appropriate signs to be furnished by the common carrier or other applicant for such stops or stands.
