480.10 COLLECTION AND USE OF PROCEEDS.
   (a)   All parking meter receipts, fines, penalties, fees and other charges provided for in Chapters 480 through 484 of this Traffic Code are levied and assessed to cover the regulation and control of parking upon public streets; the cost of new parking meters and their installation, inspection, supervision, operation, repair and maintenance; the control and use of parking spaces; the regulation of parking of vehicles in parking meter zones; and the cost of acquiring, establishing, improving, maintaining and operating public off-street parking facilities, including those facilities now or hereafter leased by the City from the Parking Authority.
   (b)   All parking meter and parking garage receipts and all other moneys which come into the possession of the Bureau of Parking under Chapters 480 through 484 shall be deposited daily by him or her or his or her authorized agent in a special account to be designated the Parking Revenue Fund.
   (c)   All other moneys, including, but not limited to, parking meter receipts, fines, penalties, fees and other charges provided for in Chapters 480 through 484, which may come into the possession of duly authorized agents or bureaus of the City, shall be deposited daily with the Director of Finance who shall make daily deposits thereof, together with all funds received directly by the Director of Finance under and pursuant to Chapters 480 through 484, to the credit of the Parking Revenue Fund. All such agents or bureaus shall account to the Director of Finance and the Bureau of Parking not later than the tenth day of each month for all funds received during the preceding calendar month. The Director of Finance shall further account to the Bureau for all funds received by him or her independently as a result of the enforcement of Chapters 480 through 484 in the same manner.
   (d)   All moneys credited to the Parking Revenue Fund shall be used for the following purposes and no other:
      (1)   To pay the operating expenses of parking facilities, including the cost of enforcement and collection of all fees and fines pursuant to Chapters 480 through 484;
      (2)   To pay the Johnstown Parking Authority the lease rental payments and other payments required pursuant to that certain Agreement of Lease, dated April 1, 1970, between the City and the Authority, and all Agreements of Lease supplemental thereto; and
      (3)   To pay the City General Revenue Fund all proceeds in excess of those required for purposes outlined in paragraphs (d)(1) and (2) hereof.
