"Flammable combustible material handler" means any person carrying on the business of buying, selling, manufacturing or transporting oil, gasoline, naphtha, liquefied petroleum gases, oxygen, or other combustible materials, motor fuels or lubricants, in quantities of ten (10) gallons or more.
