Private vehicles for garbage, manure, dead animals not used for human foods, slaughter house offal, slop grease or other putrescible waste or commercial by-products, or any substance that is found putrid, offensive or dangerous, or that is detrimental to the public health, shall not be transported in or through the City unless the portion of the vehicle carrying such substance is completely closed or equipped with a tightly fitting cover. No such vehicle shall be kept open longer than absolutely necessary to receive the substance to be transported therein nor remain stationary for more than five minutes in any one place in any street or alley. The portion of such vehicle carrying such substance shall be watertight and so loaded and constructed that no part of the contents may fall, spill or leak therefrom.

No person, firm or corporation owning or having possession, charge or control of any car or vehicle having in or upon it any substance that is foul, putrid, offensive or dangerous or that is detrimental to the public health shall allow such car or vehicle to remain within the City limits longer than the time necessary for the completion of its lading.

No owner or person in possession or control of a vehicle used for carrying and transferring any of the substances referred to in Section 941.18 shall permit such vehicle to stand or be stored or kept in such manner for such length of time that will be or constitute a nuisance. The owner or person in possession or control of any such vehicle shall cause it to be cleaned at least once a week while in use and to be kept clean while not in use.

(a) The Service Director is given authority to prescribe and purchase uniforms for employees of the Service Department.
(b) No person not an employee of the Service Department engaged in the removal of waste shall wear a uniform so designed to resemble that issued to an employee of the Service Department engaged in waste collection so as to deceive the public.
(a) The Service Director is hereby authorized to make such rules and regulations for the collection, storage and disposal of rubbish and garbage as he or she may believe necessary in the interest of public health, safety and welfare. Such rules and regulations shall have the same force and effect as ordinances when not repugnant thereto or to the Constitution or laws of the State. Such rules shall be posted for three consecutive weeks in five public places within the City.
(b) No person shall violate any such rule or regulation.
It shall be the duty of the members of the Police Department to enforce the provisions of this chapter, but nothing herein contained shall be construed to exempt any other officer or employee of the City or any Health Board having jurisdiction in the City from the obligations of enforcing such provisions.

Any person, firm or corporation within the City which uses the waste collection facilities and services of the City does by the fact of that use and continued use give permission to the employees of the Service Department engaged in waste collection to enter upon private property for the purpose of waste collection and does, in consideration of the services, release the City and its individual employees engaged in waste collection from all claims of every nature for damage or trespass, excluding only malicious damage by individual employees.
