(a) The Service Director is hereby authorized to make such rules and regulations for the collection, storage and disposal of rubbish and garbage as he or she may believe necessary in the interest of public health, safety and welfare. Such rules and regulations shall have the same force and effect as ordinances when not repugnant thereto or to the Constitution or laws of the State. Such rules shall be posted for three consecutive weeks in five public places within the City.
(b) No person shall violate any such rule or regulation.
