No owner or person in possession or control of a vehicle used for carrying and transferring any of the substances referred to in Section 941.18 shall permit such vehicle to stand or be stored or kept in such manner for such length of time that will be or constitute a nuisance. The owner or person in possession or control of any such vehicle shall cause it to be cleaned at least once a week while in use and to be kept clean while not in use.
