(a) No person shall throw, place or deposit any waste, ashes, building or construction waste, ordinary or extraordinary commercial waste or industrial waste as defined in this chapter in any street or other public place nor on any public or private property nor permit such waste to remain upon property owned, leased or controlled by him or her except in an approved container.
(b) The Service Director is hereby given authority to allow an accumulation of wastes in a manner contrary to the intent of this section where, in his or her judgment, circumstances are such that the accumulation should be allowed.
