(a) The Service Director may authorize the collection, transportation and/or disposal by private parties, firms or corporations of waste which originates within the corporate limits of the City which is not collected by the City. The private parties, firms or corporations must obtain a refuse collection and disposal license at the City Hall and agree to be bound by the terms of the license. The individuals, firms or corporations must agree in writing to release the City and to indemnify the City for any damages which occur as a result of their operation, in a form to be prescribed by the Service Director. A license for private collection, when issued, may be issued for a limited period of time and may be revoked by the Service Director, at his or her discretion.
(b) A fee equal to the City's cost for the removal and disposal shall be charged for the disposal at the Municipal refuse transfer building of waste privately collected.
