Waste receptacles of the City placed on the sidewalks and City streets shall be used only for the disposal of such wastes as persons may have for disposal while passing along the streets. Use of such receptacles for the disposal of garbage or dead animals is prohibited. Use of such receptacles for the disposal of waste accumulated in residences or places of business is prohibited.
