14.44.100   Reservation of duct for city.
   In every underground conduit constructed in the city under the provisions of this chapter, for the purpose of maintaining conductors carrying electric currents of less than ninety volts, one continuous duct shall be reserved, free of cost, charge or expense, for the use thereof to the city, for the wires of its police and fire alarm system.
