14.44.070   Erection or maintenance of poles, wires and overhead structures - Exception to prohibitions when.
   The city council may grant special permission on such terms as the council may deem appropriate, in cases of emergency or unusual circumstances, without discrimination to any person or utility, to erect, construct, install, maintain, use or operate poles and overhead wires and associated structures, notwithstanding any other provision of this chapter.
