The commission may adopt by resolution, such standards, specifications and other regulations controlling and governing the planting, removal and maintenance of trees and shrubs as are not inconsistent with other provisions of this code and as are necessary or convenient for carrying out the purposes of this chapter. Such standards, specifications and regulations so adopted shall be kept on file in the office of the public works department and in the office of the community development department.
