Any person issued an administrative citation may, within 21 days of the issuance thereof, request an initial administrative review of the citation. The request for such initial administrative review shall be made in writing to the department and shall set forth the basis upon which that person asserts that a violation did not occur or that person was not responsible for the violation, shall include a copy of the citation, and shall contain the address to which the conclusions of the review should be mailed. A request for an initial administrative review shall be a mandatory prerequisite to a request for an administrative hearing. There shall be no charge for this initial administrative review.
