9.42.020   Public monuments.
   It shall be unlawful for any person to cover up, destroy or remove any monument erected or placed by the city manager, city engineer or the public works director.
   If it shall become necessary for any person, in the pursuit of any lawful purpose to have any such monument removed, notice of such necessity shall be given to the director of public works. The director of public works shall proceed forthwith, at the cost of the person requiring such removal, to remove such monument, and place the same in its original position as soon as the object shall be attained for which the removal shall have been made.
