5.14.100   Residential yard debris generator.
   “Residential yard debris generator” means the owner of a parcel of property which is improved with one, two or three dwelling units and which is within the service area. “Residential yard debris generator” shall not include common interest developments, as defined in California Civil Code section 1351, which have a homeowners’ association that provides landscaping and landscape maintenance services to all or substantially all of the yard area within the development.
