3.90.170   Termination and amendment.
   The authority to levy the tax imposed by this chapter shall continue indefinitely until this chapter is repealed. The city council may amend this chapter to reduce the rate of the taxes, either permanently or for a set period of time, without a further vote of the people. However, as required by Article XIIIC of the Constitution of the State of California, no amendment to this chapter may increase the rates of the taxes above what is authorized by this chapter unless such amendment is submitted to and approved by the voters.
