15.70.030   Ownership, control and management.
   The City shall have exclusive and complete ownership, control and management of the Fiber Utility within all demarcation points, which shall include the device or interface provided for interconnection. The City may make such rules and regulations as are necessary for the operation of the Fiber Utility both inside and outside the City limits.
