12R.10.050   Permit requirements.
   Except as otherwise provided in this chapter, it is unlawful for any person, or group of persons, to sponsor or conduct a private or public event in a city park facility unless authorized by a permit issued by the director or the park commission in the manner hereinafter provided by this chapter.
