11R.16.010   Landing fees.
   No person shall land or takeoff an aircraft on or from the airport, or use a ramp, apron area or aircraft parking and storage area except upon the payment of such fees and charges as may from time to time be established by the city council unless such person is entitled to use such area under lease or contract.
