The manager may remove or eject from the airport premises any person who knowingly or willfully or continuously violates any rule or regulation herein prescribed, or any order of instruction issued by or under the authority of the commission or manager. In every case where practicable, the violator shall first be informed of the violation that has been committed and shall be requested to leave the airport premises peacefully. Upon the failure of the violator to explain or excuse the violation to the satisfaction of the manager, or in the alternative to leave peaceably when the manager deems this necessary, such direct action may be used by the manager as required to obtain compliance with the direction that the violator leave the airport premises.
