Unless otherwise provided in a lease or other agreement, no person shall use any area of the airport for parking and storage of aircraft or property without obtaining permission of the manager. If, notwithstanding, a person uses such area without first obtaining permission, then the manager is authorized to order the aircraft or other property removed, or cause same to be removed and stored at the expense of the owner, without liability for damage thereto arising from or out of such removal or storage.
