11R.08.040   Scheduled operations.
   A person authorized to conduct the scheduled operation of aircraft on the airport, or using the airport as an alternate, shall conduct their operation through the terminal building, or such other building as may be designated by the commission as the terminal point, and a monthly record of the number of landings and the gross landing weight of each landing shall be submitted to the finance director in writing.
