Any permission granted by the commission, manager, or other officer, agent or employee of the city, either directly or indirectly, expressly or by implication, to any person to enter or use the airport or any portion thereof, is conditioned upon compliance with these rules and regulations; and entry upon or into the airport by a person shall be deemed to constitute an agreement to comply with said rules and regulations.
