Where any substance or material is transported, stored or used, any device or equipment is installed, possessed, or operated, or any premises are improved, altered, occupied, or maintained as part of a project which required the preparation of an environmental impact report, such activities shall comply with all mitigation measures which are identified in the environmental impact report and required as a condition of approval of the project in order to avoid or lessen any fire hazards caused by such project.
