16.32.060   Violation as public nuisance.
   Any grading work performed in violation of the grading regulations or that creates a danger to life, property or the environment shall be and is declared to be a public nuisance, and the city attorney is authorized to commence a legal action or proceeding to abate such nuisance in any manner provided by law.
