“Grading regulations” means the regulations set forth in this title to govern grading and includes the grading standards adopted by reference in this title, the provisions of this code that require and provide for the issuance and enforcement of grading permits, the administrative and substantive requirements for such permits, and the regulations, conditions and mitigation measures applicable to grading done pursuant to such permits.
