10-36-330 Public parking stations – Fees.
   (a)   The Commissioner of Aviation may establish parking facilities for motor vehicles at each airport. Parking areas as described in this section may be designated by the Commissioner of Aviation for parking facilities at each airport. The Commissioner may change the designation of an area or portion of an area to accommodate construction, repair or alteration of parking or other airport facilities, or to reflect changed demand for parking at the various areas.
   (b)   [Reserved.]
   (c)   Fees at the rates set forth in (c)(i) through (c)(vi) below, exclusive of City and County tax, shall be charged and collected for each vehicle parked in any such area at Chicago Midway International Airport. Maximum rates reflect base rates exclusive of taxes. The rate may be variable during a 24-hour period subject to the conditions stated in the following subsections.
      (i)   Hourly parking: A maximum rate not to exceed $50.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (ii)   Daily parking: A maximum rate not to exceed $32.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (iii)   Long-term parking: A maximum rate not to exceed $8.50 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (iv)   Economy parking: A maximum rate not to exceed $11.50 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (v)   Valet parking: A maximum rate not to exceed $36.75 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (vi)   Overflow parking: A maximum rate not to exceed $11.50 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
   (d)   Fees at the rates set forth in (d)(i) through (d)(ix) below, exclusive of City and County tax, shall be charged and collected for each vehicle parked in any such area at Chicago O'Hare International Airport.
      (i)   Garage and main parking – daily parking: A maximum rate not to exceed $32.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (ii)   Garage and main parking – hourly parking: A maximum rate not to exceed $59.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (iii)   Garage and main parking – valet parking: A maximum rate not to exceed $54.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (iv)   International terminal parking: A maximum rate not to exceed $59.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (v)   Remote parking, Economy Lot E: A maximum rate not to exceed $15.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (vi)   Remote parking, Economy Lot E – valet parking: A maximum rate not to exceed $22.75 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (vii)   Remote parking, Economy Lot F and Multi-Modal Facility: A maximum rate not to exceed $24.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (viii)   Remote parking, Economy Lot G: A maximum rate not to exceed $12.00 for each 24-hour period. Charges for each 24-hour period after the first shall be at the same rate schedule.
      (ix)   Temporary (overflow) parking: A flat fee not to exceed $30.00. If such parking is converted to permanent parking, the Commissioner of Aviation is hereby authorized to establish rates for such permanent parking equal to the rates then being charged for Lot E or Lot F, as the Commissioner of Aviation may determine.
   (e)   In the event that, from time to time, a governmental body having authority to impose a tax upon the rates established in subsections (c), (d), and (f) of this section imposes such a tax or adjusts such a tax, which results in a change to the total parking fee charged to a parking lot patron, the Commissioner is hereby authorized to adjust the rates established by subsections (c), (d), and (f) of this section as necessary to ensure that the total parking fee charged to a parking lot patron remains a whole dollar amount.
   (f)   Notwithstanding the provisions of subsections (c) and (d) of this section, the Commissioner of Aviation may establish monthly parking fees for airport employees, exclusive of City tax, not to exceed the following monthly rates:
      (i)   At Chicago Midway International Airport, parking fees for airport employees parking in Hourly Parking or Daily Parking shall not exceed $250.00 per month, and parking fees for airport employees parking in Long-Term Parking, Economy Parking or any parking location used exclusively by airport employees shall not exceed $100.00 per month.
      (ii)   At Chicago O'Hare International Airport, parking fees for airport employees parking in Garage and Main Parking – Hourly Parking, Garage and Main Parking – Daily Parking or International Terminal Parking shall not exceed $350.00 per month, and parking fees for airport employees parking in any Remote Parking Lot shall not exceed $100.00 per month.
   As used in this subsection (f), "airport employee" means any person whose regular place of employment is at the applicable airport and who has been approved by the commissioner of aviation to park his or her vehicle in a designated parking lot at the airport.
   (g)   The Commissioner of Aviation may authorize direct payment of fees payable by the City and arising from non-cash collections of parking revenue out of gross parking revenues.
   (h)   For city-sponsored special events and/or promotions, the Commissioner of Aviation may charge fees for parking at rates different than those stated in (c) and/or (d) above or permit free parking.
   (i)   The Commissioner of Aviation may establish a "premium parking" program at Chicago O'Hare International Airport and Chicago Midway International Airport, which program may include providing auxiliary car services. Each participant in the "premium parking" program shall be charged reasonable participation and service fees, as determined by rules promulgated by the Commissioner of Aviation. The participation and service fees shall be charged in addition to the parking rates otherwise applicable to the location where participants in the program park.
   (j)   The Commissioner of Aviation may establish a parking reservation program at Chicago O'Hare International Airport and Chicago Midway International Airport. Each participant in the program shall be charged a parking reservation fee of no less than $10.00 per day, as determined by rules promulgated by the Commissioner of Aviation, plus applicable taxes, in addition to the parking rates otherwise applicable to the location where participants in the program park.
   (k)   The Commissioner of Aviation may establish a frequent parker program at Chicago O'Hare International Airport and Chicago Midway International Airport. The Commissioner of Aviation is authorized to offer incentives, as determined by rules promulgated by the commissioner, to each participant in the program.
