10-4-130 Establishment.
   The streets and other public ways and parts thereof and parcels of real estate which the city council designates by ordinance as parts of the arterial highway system of the city shall constitute said system.*

ARTICLE III. STREETS IN NEW SUBDIVISIONS (10-4-140 et seq.)
10-4-140 Laying out of streets.
   Wherever land is hereafter subdivided within the corporate limits of the city, public streets of a minimum width of 66 feet shall be laid out on the basis of one street located every one-eighth of a mile running in one direction and one street located every one-sixteenth of a mile running in the other direction. This provision shall apply to areas of the city where the contiguous land is already laid out on the basis aforesaid and also to areas where the contiguous land is not subdivided.
   In areas where the contiguous land has been previously subdivided on some basis of arrangement of public streets, either with reference to location or width, other than as specified above, the streets to be laid out shall conform in location, direction and width with those existing in such contiguous land.

10-4-150 Irregular boundaries.
   In new subdivisions where the land to be subdivided is bisected, intersected or bounded by diagonal thoroughfares, railroads or Indian boundary lines, or where the boundaries of the land to be subdivided are irregular by reason of the contiguity of rivers or lakes, the arrangement and widths of streets to be laid out in such areas shall be subject to the discretion of the commissioner of transportation, responsible for maps and plats.

10-4-160 Laying out of alleys.
   Whenever land is subdivided within the corporate limits of the city there shall also be laid out public alleys of a minimum width of 16 feet in the rear of all lots in such subdivisions.

10-4-170 Variations.
   In areas of the city where the foregoing requirements in relation to subdivisions cannot consistently be carried out, the arrangement, location and width of the public streets and alleys shall conform as nearly as may be to the surrounding territory, and such variation therefrom as may be necessary shall be subject to the discretion of the commissioner of transportation, responsible for maps and plats.

ARTICLE IV. STREET GRADES (10-4-180 et seq.)
10-4-180 Grades established.
   Street grades shall be established along the curblines of the streets and shall run in a straight line from the established grade at any street intersection to the established grade at the intersection of the next street thereto, or to any established street grade between the intersections of such streets. The term "intersection of streets" shall be taken as the intersection of curblines and curblines produced at all intersecting and abutting streets.
   All ordinances fixing the grades of streets in the city shall be referred to the commissioner of water management, and shall be passed by the city council only upon the recommendation of said commissioner.

10-4-190 Public works and public improvements.
   All public works and public improvements shall be constructed in conformity with the street grade elevations established by the city council.
