9-40-100 Prohibited driving to left of center of roadway.
   (a)   No vehicle shall at any time be driven to the left side of the roadway under the following conditions:
      (1)   When approaching the crest of a grade or upon a curve in the highway where the driver's view is obstructed within such distance as to create a hazard in the event another vehicle might approach from the opposite direction;
      (2)   When approaching within 100 feet of or traversing any intersection or railroad grade crossing;
      (3)   When approaching within 100 feet of any bridge, viaduct, tunnel or subway; or
      (4)   When official signs are in place directing that traffic keep to the right, or a continuous yellow colored centerline is marked.
   (b)   The foregoing limitations shall not apply upon a one-way roadway.

9-40-110 Operating vehicle in reverse.
   The driver of a vehicle shall not operate vehicle in reverse unless such movement can be made with reasonable safety and without interfering with other traffic.

9-40-120 Obstruction of intersection or crosswalk prohibited.
   Notwithstanding any traffic-control signal indication to proceed, no operator of a vehicle shall enter an intersection or crosswalk unless there is sufficient space beyond such intersection or crosswalk, in the direction in which the vehicle is proceeding, to accommodate the vehicle without obstructing the passage of other vehicular traffic or pedestrians. Any person who violates this section shall be subject to a fine of $200.00 and may be required to perform reasonable public service.

9-40-130 Obstruction of traffic.
   The operator of a vehicle shall not so operate the vehicle as to form an unreasonable obstruction to traffic.

9-40-140 Negligent driving.
   (a)   It shall be unlawful for any person to operate any vehicle upon a public way negligently, heedlessly and without due caution in a manner which endangers or is likely to endanger any person or property or to swerve within, between or across lanes of traffic in such a manner.
   (b)   In addition to the fine prescribed in subsection (a), any person who violates this section where such violation results in the injury or death of a police officer, traffic control aide, fire department official or other authorized officer, while such officer is performing his or her official duties, or a person acting as a school crossing guard in a school safety zone, shall be subject to a term of imprisonment of not more than six months.
      Any person who violates this section shall be fined not less than $500.00 nor more than $1,000.00 for each offense.

9-40-150 Following too closely.
   The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicle and the traffic upon the condition of the roadway.

9-40-160 Drivers to exercise due care.
   Every driver of a vehicle shall exercise due care to avoid colliding with any pedestrian, or any person operating a bicycle or other device propelled by human or animal power, upon any roadway, and shall give warning by sounding the horn when necessary and shall exercise proper precautions upon observing any child or any confused or incapacitated person upon a roadway.

9-40-170 Driving or moving vehicle in unsafe condition.
   It is unlawful for any person to drive or move, or for the owner to cause or knowingly permit to be driven or moved, on any roadway any vehicle or combination of vehicles which is in such unsafe condition as to endanger any person or property or which contains equipment prohibited by the traffic code or is not equipped with such lamps and other equipment in proper condition and adjustment as required in the traffic code, or which is equipped in any manner in violation of this Code.

9-40-175 Operation of vehicles by a minor.
   Except for a minor who possesses a valid instruction permit under 625 ILCS 5/6-107.1, and operates a vehicle in compliance with that section’s requirements, it shall be unlawful for any person under the age of 16 years to operate any vehicle on the streets of the City. Any person who violates this section shall be subject to a fine of not less than $5.00 nor more than $100.00 for each offense.
