No one shall stop, stand, or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic control device, in any of the following places:
1. Crosswalk. On any portion of a crosswalk at an intersection or any other location.

2. Center Parkway. On the center parkway or dividing area of any divided street.

3. Mailboxes. Within twenty (20) feet on either side of a mailbox that is so placed and so equipped as to permit the depositing of mail from vehicles on the roadway.

4. Sidewalks. On or across a sidewalk.

5. Driveway. In front of a public or private driveway.

6. Intersection. Within an intersection or within ten (10) feet of an intersection of any street or alley.

7. Fire Hydrant. Within five (5) feet of a fire hydrant.

8. Stop Sign or Signal. Within ten (10) feet upon the approach to any flashing beacon, stop or yield sign, or traffic control signal located at the side of a roadway.

9. Railroad Crossing. Within fifty (50) feet of the nearest rail of a railroad crossing, except when parked parallel with such rail and not exhibiting a red light.

10. Fire Station. Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of said entrance when properly sign posted.

11. Excavations. Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.

12. Double Parking. On the roadway side of any vehicle stopped or parked at the edge or curb of a street.

13. Hazardous Locations. When, because of restricted visibility or when standing or parked vehicles would constitute a hazard to moving traffic, or when other traffic conditions require, the Council may cause curbs to be painted with a yellow color and erect no parking or standing signs.

14. Churches, Nursing Homes and Other Buildings. A space of fifty (50) feet is hereby reserved at the side of the street in front of any theatre, auditorium, hotel having more than twenty-five (25) sleeping rooms, hospital, nursing home, taxicab stand, bus depot, church, or other building where large assemblages of people are being held, within which space, when clearly marked as such, no motor vehicle shall be left standing, parked or stopped except in taking on or discharging passengers or freight, and then only for such length of time as is necessary for such purpose.

15. Alleys. No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property. No person shall leave a vehicle parked unattended in an alley, except for the purpose of actual loading or unloading of merchandise in any alley within the congested or business area, and under no circumstances shall any vehicle stop, stand, or park in any business area alley in excess of 20 minutes. Vehicles may be permitted to park in any alley in residential areas, provided that not less than 10 feet of the roadway is left for free movement of traffic. The business or congested area as referred to in this subsection shall be deemed to be that area of the City bounded on the north by Seventh Street, on the south by Fourth Street, on the east by Clark Street, and on the west by North West Street. The provisions of this subsection do not apply to a vehicle parked in any alley which is 18 feet wide or less, provided that said vehicle is parked to deliver goods or services.

17. Ramps. In front of a curb cut or ramp which is located on public or private property in a manner which blocks access to the curb cut or ramp.

18. Area Between Lot Line and Curb Line. That area of the public way not covered by sidewalk and lying between the lot line and the curb line, where curbing has been installed.

1. No person shall stand or park any other vehicle or combination of attached vehicles/trailers having an overall length of more than 16 feet or a total overall width of more than 76 inches upon any portion of any street or alley in the City, except for such reasonable time as may be necessary to load or unload passengers, freight, or other merchandise, or mechanical breakdown, in which event repairs shall be completed as expediently as conditions permit.
All motor vehicles and vehicles of any other kind shall be removed from the streets (other than in the commercial districts) during any time when snow removal operations are in progress and before such operations have resulted in the removal or clearance of snow from the City streets. Any peace officer, either alone or in conjunction with a member of the Department of Public Works, may direct all motor vehicles of any kind to be removed from City streets. This procedure shall take place any time when snow removal operations are in progress and before such operations have resulted in the removal or clearance of snow from such street. The vehicles shall be removed and not left standing or parked on the streets, as provided above, in order to facilitate snow removal. Snow removal shall include the action of any and all snow equipment necessary to remove snow from the City street to provide access and proper use of said streets. Vehicles left standing or parked in violation of this chapter may be impounded pursuant to the provisions of Section 70.06 with the cost of towing and storage being assessed to the owners. Vehicles left standing or parked in violation of this section shall be fined in accordance with the provisions of Section 70.03.
Vehicles from which items are being loaded or unloaded shall not be parked longer than one hundred twenty (120) minutes (2 hours) in any parking area provided for the use of loading and unloading as follows:
1. Carroll Street.
A. West Side. From a point 54 feet south of the centerline line of Seventh Street to 86 feet south of the centerline of Seventh Street.
2. Third Street.
A. North Side. From a point 122 feet 6 inches west of the west curb line of North Main Street to a point 170 feet 6 inches west of the west curb line of North Main Street.
3. Fourth Street Parking Areas.
A. North Side. From a point 67 feet east of the east curb line of North Court Street to a point 111 feet east of the east curb line of North Court Street.
B. North Side. From a point 77 feet 8 inches east of the east curb line of North Adams Street to a point 99 feet east of the east curb line of North Adams Street.
4. Fifth Street. 200 Block West, north side, westerly most parking space.
