All persons designated by the Municipal Manager for the purpose with proper identification are authorized to enter into, at reasonable hours, any house, building, or plant supplied with water from, connected to, or traversed by water mains of the City, to examine bibbs, pipes, meters, cisterns, reservoir, tanks, or other apparatus for the purpose of ascertaining the quantity of water consumed or supplied, or for placing or taking away any meter, instrument, pipe fitting, or other material belonging to the City, or for any other reasonable purpose in connection with the water supply system.

(a) Service branches are installed at the expense of the property owner, who is held responsible at all times for any leakage that may occur between the curb stop and the meter. The plumber taking out the permit for the service is responsible for one year after final inspection for any leaks developing between the corporation cock in the water main and the curb stop. The Municipal Manager will repair, without expense to the owner, any leaks which occur between the main line and the curb box, including the curb stop, providing such leaks are not caused by defective workmanship or material.
(b) Failure to repair leaks, remove obstructions preventing access to the curb box, or make payment of charges for work done by the City for such purposes, when notified to do so, will be sufficient cause for the Municipal Manager to enter the street and draw the corporation cock, which shall not be replaced until the cause for the removal has been remedied.

The Municipal Manager shall have the right to shut off the water for repairs, extensions, or tests, and will not be responsible for any accidents or damage which may result from discontinuance of service. Persons using steam boilers, gas engines, or other equipment whose operation depends on a supply of water direct from the service pipe should bear in mind the foregoing rule, and provide a storage of sufficient water to operate a reasonable length of time. In case of serious fire or water shortage, or when for any cause it is necessary in the judgement of the Municipal Manager to conserve the water supply by limiting the use thereof, such order as he shall make, or as shall be made by the head of the Division of Fire, shall be obeyed by all users of water affected by such order, and the City shall not be responsible for any damages resulting from such limited use.

(a) All service installations and extensions shall be made in accordance with the "Rules and Regulations" of the Municipal Manager governing plumbers. Except in cases where specific permission by the Municipal Manager is granted, each separate building will be required to have a separate service, and each separate unit will be served through an individual meter installed in a manner acceptable to the Municipal Manager.
(b) Plans and specifications must be approved by the Municipality for main line extensions and taps.

No person without a written permit from the Municipal Manager is allowed to turn a stopcock, hydrant, or valve other than as provided in the Rules and Regulations governing Plumbers, excepting members of the Fire Division in the performance of their duties. In case trouble occurs between the main and the stop and waste, or in the meter, the Municipal Manager should be called. If the trouble is beyond the meter, the stop and waste should be shut off and a plumber called. (Ord. 359. Passed 3-16-71.)
