(a) The following charges shall be made for fire line service in addition to a tapping permit as set forth in Section 931.09:

(b) In all cases, property owners have the right to install fire line meters of a design approved by the Municipal Manager at their expense. Then the only charge will be for water consumed, plus fifteen dollars ($15.00) per year for inspection. Any repairs to privately owned meters shall be made by the Municipal Manager and charged to the property owner.
(c) There will be a charge of twenty-five dollars ($25.00) per year for each fire hydrant connected to the City mains, unless the supply to the hydrant is metered. The Municipal Manager shall have the right to order any fire service metered at the owner's expense, if such action meets with his approval.
(d) If all charges are not paid within two weeks from the date the water is shut off, the meter will be removed as soon as practicable thereafter. One attempt will be made to remove the meter within fourteen days. If the Municipal Manager is unable through no fault of his own to obtain the meter, a notice shall be delivered to the property stating that arrangements must be made for the Municipal Manager to remove the meter within the next fourteen days, and a duplicate copy of the notice shall also be mailed to the address where the bill is regularly sent. All charges provided elsewhere in these regulations shall be in full force and effect until the date the meter is removed, and all charges, including a meter set charge if the meter has been removed, shall be paid before service will be renewed.
