931.21 BILLING; SHUT-OFF FOR NONPAYMENT; RECONNECTION FEE.
   (a)    Nothing herein contained shall prohibit the Municipality from rendering bills to its consumers at regular quarterly rates for extended periods which may run beyond a quarter year, or a three-month period, when such extended periods are necessitated by reason of a shortage of labor or a breakdown of machinery or equipment in the Department of Billing. The Municipal Manager may also render bills to consumers at regular quarterly rates for lesser periods than a quarter year, or a three-month period, when following extended periods which have run beyond the three-month period. However, no such bills shall be rendered for periods of less than seventy- five days, nor shall the total number of billings be more than the regular number of billings that would have been made had there been no extended periods.
   (b)    When one or more parties are supplied with water from the same service pipes, and one of the parties so supplied fails to pay the bills when due or fails to comply with the rules of the Municipal Manager, the water shall be shut off from such service pipes without liability in damage to any of the parties served by such pipes.

   (c)    In all cases where the water is turned off for any violation of the rules, the owner or occupant of such premises shall pay thirty-five dollars ($35.00) prior to the water service being restored.

   (d)    If a meter has failed to register the amount of water consumed, or the meter has not been read, the bill for the quarterly period shall be estimated.

   (e)   The City Manager or authorized representative may grant an extension of time for payment in cases of indigence, poor relief, and similar conditions, after investigation.
   (f)   No partial payments on such service bill for water, sewer, and refuse collection shall be accepted.
   (g)   Each charge levied pursuant to this chapter is made a lien upon the corresponding lot, land or premises served by a connection to the water system of the Municipality, and upon becoming delinquent the water service may be shut off and the charges shall be certified to the County Auditor, who shall place such charges on the tax duplicate of the County, along with interest and penalties allowed by law. This charge, including interest and penalties, shall be collected as other taxes are collected.
