In case of serious fire or water shortage, or when for any cause it is necessary in the judgement of the Municipal Manager to conserve the water supply by limiting the use thereof, such order as he shall make, or as shall be made by the head of the Division of Fire, shall be obeyed by all users of water affected by such order, and the City shall not be responsible for any damages resulting from such limited use.
